Honoring American Immigrants: Family, Neighbors, Heroes

America is a land of immigrants who enrich our nation with their talents, sacrifices, and character.

Immigrants represent the ideals, principles, and freedom of our country and are represented by our families, neighbors, and heroes.

Prior to sharing these words, I held in my hands a document very sacred to me. It is a detailed copy of my family tree, complete with names, dates of birth as well as deaths where applicable, and a meticulous layout of the connections between each family member.

This family tree begins with Joseph Nicolosi Cirrito, one of my great grandfathers, who was born in 1858 and died in 1941 at the age of 83.

Adjacent to his name is the name of his wife, my great grandmother Gaetiena (maiden name of Boscarelli), who was born in 1875 and who died from Spanish Influenza in 1918 at the age of 43.

Both of these great-grandparents (my grandmothers parents) were immigrants, representative of millions who came to America, beckoned by the words inscribed at the base of the Statue of Liberty, “Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!"

Joseph and Gaetiena had the fire of America’s greatness in their souls, inspired by our nation’s promise of “life, liberty, and the pursuit of happiness” memorialized as inalienable rights. This promise is the heart of our Declaration of Independence, one that demands protection by our government and respect for human dignity.

The grandparents on my grandfather's side of the family were also immigrants from the city of Afragola, Italy.

My great-grandfather Luigi Rufino and his wife Maria Rufino (maiden name of Pannone) also came to America and lived their dream of devotion. They were great-grandparents, grandparents, parents, and dedicated members of their community of Arthur Avenue in the Bronx.

As memorialized by documents in the possession of his grand-daughter Bonnie, Luigi Rufino was always working hard to provide for his family. His profession is listed as a mason, but he also had a candy store and peddled vegetables.

Luigi's last job was the fireman at United Hospital on 189th Street in the Bronx. He was responsible for shoveling coal into the furnace to keep the fire burning before oil and gas heat became so prevalent.

After a heart attack, Luigi retired from this job of serving the patients, staff, and visitors of the hospital.

According to published historical records, Maria Josephine Rufino (born Pannone) was born circa 1887. Luigi was born circa 1879, in Italy.

Luigi and Maria had one daughter, Margaret (Maggie) Mirando (born Rufino). They also had sons named Joseph, Mario, and Vincent.

The Bronx: A Melting Pot

Although privileged to have outstanding educational credentials, I believe growing up in the Bronx with the richness of its diversity is one deserving notation on a curriculum vitae.

This experience allowed the world to be at my doorstep, expressed through countless encounters with classmates, friends, neighbors, and community.

My neighborhood was a melting pot with international representation. It was filled with people of every conceivable religion, culture, and language.

The goodness of these people, exemplified through their smiles, courtesy, and countless acts of charity is eternally etched in my memory.

Immigrants Securing America

During one of my career experiences, I managed security professionals for over 12 years at sites demanding extreme professionalism, vigilance, and commitment.

Before employment, these security professionals, many of whom were immigrants, went through a rigorous hiring procedure including meticulous review of government credentials, federal and state fingerprint checks, previous employment verification, an integrity exam, and drug testing.

I personally interviewed and conducted checks of these requirements for hundreds of security personnel and then assigned them to secure some of America’s most well-known clients. These clients represented corporate and residential properties, banks, hospitals, media, and retail enterprises.

A world map was proudly maintained in my office with pins representing these security professionals working for me who were from around the world.

These officers, many of whom were eventually promoted to supervisors and managers, protected property, people, and information. They provided leadership for emergencies including evacuations. Essentially, they protected our homeland, with many receiving commendations at award ceremonies for exemplary conduct, meritorious actions, and outstanding service.

Immigrant Medal of Honor Recipients

America must be forever grateful for the many heroes who died serving our nation, including those not born on our soil.

Over 20 percent (over 700) of Congressional Medal of Honor recipients in U.S. wars have been immigrants.

The official guide to this medal notes, “Those who have received the Medal of Honor since it was established in 1861 as the nation’s highest decoration are as different as the melting pot of our country.”

One recipient was Mercario Garcia from Mexico who after recovery from a D-Day wound, single-handedly took two enemy machine-gun nests on Nov. 27, 1944.

Only after protecting his unit from this danger, despite being shot in the shoulder and foot, did Mercario allow himself to be evacuated for medical care.

Final Reflections

Today, there is a frenzy of emotion on immigrants and the role America must play with this issue that involves the security of our borders.

Solving this issue is achievable and critical to reawakening the nation. But the fact remains that America is a great land because of the values, vision, and service of countless immigrants.

Immigrants are our families, neighbors, and heroes and we must be forever honor their contributions to America.

America's Fallen Officers: Compassion, Vigilance, Unity

America is the land of the free and home of the brave.

This is only possible because of those who serve and protect our cherished way of life.

Service for America includes those making sacrifices in our armed forces, and all law enforcement officials protecting our communities.

America must appreciate all of them, as well as the sacrifices of their families and communities.

We must be fully dedicated to renewing our nation, and preventing the unleashed violence must be our priority.

The antidote to this violence in our communities requires compassion, vigilance, and character.

Alarming Statistics: Perilous Times

According to statistics documented on the National Law Enforcement Officers Memorial Fund (NLEOMF), these are indisputably perilous times for law enforcement.

As of Nov. 28, the preliminary 2016 law enforcement officer fatalities have a 61 percent increase of firearms related fatalities.

This sobering statistic is not only a challenge to law enforcement throughout America, but a grave concern to their families. It must also be a concern to all of us.

Our law enforcement communities are the ethical sentinels of civilized society, separating us from chaos, anarchy, and turmoil.

America must appreciate the service of all who protect and serve and stand united with them.

The dangers faced by law enforcement are exacerbated by the devastating spike in ambush-style attacks against them.

This year, one-third of law enforcement officers shot to death on the job, were purposely targeted by their killers, according to the NLEOMF.

Police Officers are Community Members

Statistics can become sterile, cold, and impersonal if we fail to remember that they represent Americans who have grieving families, friends, colleagues, and communities.

Here are just a few fallen law enforcement heroes from 2016, whose dedication to protect and serve represents the best of all of us:

Police Officer Collin James Rose – a member of the Wayne State University Police Department. Officer Rose was shot and killed on Nov. 23. while detaining a suspicious individual. He was the 61st officer killed in the line of duty in 2016 and he seventh of the year for the state of Michigan.

Detective Benjamin Marconi – a member of the San Antonio (TX) Police Department. Detective Marconi was shot and killed on Nov. 20 while conducting a traffic stop. He was the 60th law enforcement officer to be shot and killed this year and the 18th officer fatality for the year in the state of Texas.

Deputy Commander Patrick Carothers – a member of the U.S. Marshalls Service. Deputy Commander Carothers was shot and killed on Nov. 18 while attempting to serve a warrant in Long County, Georgia.

Deputy Sheriff Dennis Wallace - a member of the Stanislaus County (CA) Sheriff’s Department. Deputy Sheriff Wallace was shot and killed while responding to a call about a suspicious car and person.

Police Officer Scott Bashioum – a member of the Canonsburg Borough (PA) Police Department. Officer Bashioum was shot and killed in an ambush attack while responding to a domestic disturbance.

Sergeant Paul Tuozzolo – a member of the New York Police Department (NYPD). Sergeant Tuzzolo was shot and killed on Nov. 4 while responding to a robbery call. He was the third officer shot and killed in the state of New York in 2016.

These officers, along with all the fallen, and all of their families, deserve our unwavering compassion, respect, and prayers. They are not only those dedicated to protect and serve, but members of our families and communities.

Final Reflections

After the Columbine High School tragedy, I conducted presentations throughout America to prevent school, campus, and university violence.

During these presentations, I addressed the culture of violence taking place nationwide. It was my concern, shared with many audiences, that incidents of violence would not only increase, but America would lose its outrage.

The tragedy being witnessed in America is that school, campus, and university incidents are indeed becoming the norm. Parenthetically, a tragedy is unfolding at Ohio State University as I write this article.

This reprehensible violence, is now compounded with the senseless killing of our police officers, which is also tragically becoming the norm.

This is a sobering commentary of violence in America, and the violence must end.

Only when America realizes that law enforcement is critical to the safety and security of our communities, and we give them the support they deserve, will we be on the path to reawakening the nation.

Bigotry, Prejudice, Racism: America’s Toxic Virus

As America celebrates Thanksgiving, we must pause and reflect on the words of Abraham Lincoln.

These words from his October 3, 1863 proclamation, set apart the last Thursday of November “as a day of Thanksgiving and Praise:”

“The year that is drawing towards its close, has been filled with the blessings of fruitful fields and healthful skies. To these bounties, which are so constantly enjoyed that we are prone to forget the source from which they come, others have been added, which are of so extraordinary a nature, that they cannot fail to penetrate and soften even the heart which is habitually insensible to the ever watchful providence of Almighty God.”

Lincoln’s proclamation continues to solemnly address the “unequalled magnitude and severity” of the Civil War which has depleted the wealth and strength of the nation.

The proclamation ends with his calling upon the nation to offer “humble penitence for perverseness and disobedience.”

Lincoln also calls upon us to “heal the wounds of the nation and to restore it as may be consistent with the Divine purposes to the full enjoyment of peace, harmony, tranquility, and Union.”

A virus had entered America, and Lincoln called upon the nation to combat it.

America: Combatting a New Virus

Lincoln responded to the virus infected by the Civil War through his character, ethics, and leadership.

These virtues are once again critical for America, as a new virus, propagating by bigotry, prejudice, and racism, is now infecting the nation.

According to recent data from the Southern Poverty Law Center (SPLC), “incidents of hateful harassment since election day now number 701.”

The SPLC based its report from news articles, social media, and direct submissions. Therefore, although this report has anecdotal aspects, the reality is that it is most likely underreported as crime reports usually are.

A pattern in the SPLC “hatewatch” update is that anti-immigrant incidents are at the top of the harassment concerns. A more sobering aspect of this issue is that nearly 40 percent of all these incidents occurred in educational (K-12 schools and university/college) settings.

This is an alarming statistic as educational communities must be havens of character. Character is essential to the heartbeat of the nation and to the welfare of our communities and families.

Incidents in the SPLC report ranked by volume after anti-immigrant, are anti-black, anti-LGBT, swastika vandalism, anti-Muslim, and anti-women.

The NYPD: An Uptick in Hate Crimes

Responding to a swastika discovered in a Brooklyn Park, Robert Boyce, Chief of NYPD Detectives, stated that it was the 13th reported in the city since Election Day.

Boyce also stated that other swastikas have been found in a Manhattan school, and a Brooklyn housing development.

New York Police Department Commissioner James O'Neill told a New York radio station on Nov. 20,2016, that he was disturbed by the trend of hate crimes.

"We've had an uptick in hate crimes, actually a little bit more than an uptick. We're up 31% from last year. We had at this time last year 250, this year we have 328, specifically against the Muslim population in New York City -- we went up from 12 to 25, and anti-Semitic is up, too, by 9% from 102 to 111," O'Neill said.

"I have no scientific evidence as to why, but you've been paying attention to what's been going on in the country over the last year or so and the rhetoric has increased, and I think that might have something to do with it," O'Neill added.

Final Reflections

America must heed the words of Lincoln in his Thanksgiving proclamation. Lincoln’s words must resonate throughout every generation of those privileged to call America home.

Lincoln’s call to “heal the wounds of the nation and to restore it” has lessons to be applied to a new virus infecting America.

Our new virus, propagated by hatred, demands a full force response of character in our families, educational institutions, government leaders, workplaces, houses of worship, communities, and law enforcement agencies.

Our nation is facing an entirely new virus from one that unleashed catastrophic devastation through the Civil War. This new virus wrecks a different type of havoc through hatred, animosity, and polarization.

These depravities divide us and are destructive to the principles of our Constitution, Bill of Rights, and every principle of moral decency.

The virus of hated is a grave danger that festers into threats, division, and violence.

America must immunize itself from the virus of hatred. This is only possible when character is our moral compass.

We will overcome hatred, and our nation will be reawakened, when character is the virtue that we cultivate, inspire, and animate.

NYPD Counterterrorism: Protecting New York City

On Nov. 9, 2016, I attended the First Precinct Financial Area Security Council meeting at the NYPD Lower Manhattan Security Coordination Center (LMSCC) in New York City.

The First Precinct Financial Area Security Council is primarily composed of active and retired law enforcement officials in collaboration with private security professionals. These individuals network and share security information to safeguard lower Manhattan, as well as New York City.

This council is a model venue that is building partnerships that are critical to protecting the city.

The LMSCC was the perfect location for the event as it is essential to counterterrorism, the topic of the meeting.

NYPD Counterterrorism: A Robust Commitment

NYPD Inspector Joseph A. Gallucci, a counterterrorism authority was the featured speaker. His insights, experience, and knowledge painted a picture of NYPD counterterrorism initiatives.

These initiatives, detailed as open source information on the NYPD official website, include the following:

Counterterrorism Deployments: The Department's strategic counterterrorism deployments include: Hercules, Transit Operational Response Canine Heavy Weapons (TORCH), and teams of Emergency Service Unit officers with heavy weapons. These individuals protect landmarks, critical infrastructure, transportation hubs, and mass gatherings. Counterterrorism initiatives also include Critical Response Command (CRC), with uniformed highly-trained officers who meet as massive show of force at strategic locations in to protect the city. They fall under the leadership of Chief James R. Waters, personally involved with their selection, training, and deployment. Chief Waters is one of countless NYPD officials deserving admiration for his unwavering dedication to keeping New Yorkers safe. The CRC is made up of over 500 elite officers and superiors.

Counterterrorism Division: This includes the following:

• The Technology and Construction Section, involved with counterterrorism projects, such as the LMSCC.
• The Training Section which provides leadership for counterterrorism training to the patrol force, other law enforcement agencies, and private sector entities.
• The Threat Reduction Infrastructure Protection Section (TRIPS) which identifies and develops protective strategies for critical infrastructure sites.
• The Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Section researches and tests emerging technologies for detection and prevention.
• The Maritime Team which is responsible for researching and developing systems and programs to increase harbor security.
• The Emergency Preparedness and Exercise Section is the Department's interface with the New York City Office of Emergency Management.

Joint Terrorist Task Force (JTTF): NYPD detectives partner with FBI agents on terrorism investigations in the New York metro area and around the world.

Lower Manhattan Security Initiative (LMSI): The project, managed at the LMSCC, is designed to detect threats and perform pre-operational terrorist surveillance south of Canal Street in Lower Manhattan. LMSI combines an increased police presence with technology to accomplish its mission. At the heart of this initiative is the public-private partnership fostered amongst the NYPD, private entities, and public agencies in Lower Manhattan to enhance information sharing to defend the nation's financial capital.

Terrorism Threat Analysis Group: The Terrorism Threat Analysis Group (TTAG) performs strategic intelligence analysis and disseminates this information, both open-source and classified, to the appropriate recipients in the NYPD, private sector, intelligence community, and other law enforcement agencies.

NYPD SHIELD: America’s public-private collaboration model. It provides training and information sharing through numerous methods including:

• Intelligence and Analysis Briefings
• Counterterrorism training
• Website postings and documents
• Informal conferrals with Patrol Borough Counterterrorism coordinators
• Alert email messages to members
• Conferences that often include over 500 participants

Operation Sentry: A multi-regional, multi-agency coalition designed by the NYPD Intelligence Division to help detect potential terror threats. On Tuesday, November 15, I was privileged to attend their tenth annual conference at One Police Plaza in Manhattan, the headquarters of the NYPD. The event was attended by over 250 law enforcement officials from throughout the U.S. and numerous other countries. Topics included lessons learned from the San Bernardino attack, attacks on police officers in Baton Rouge and Texas, cyber-threats, and the recent Chelsea bombing in New York City. An overview of terrorism incidents world-wide was identified with insights on their propaganda, recruitment, indoctrination, mentality, and attack methods.

Terrorism Awareness and Prevention

Information sharing with public and private professionals, as well as with the community, is critical to terrorism awareness and prevention.

During the last two years of articles for the Epoch Times, and in my presentations nationwide since 911, I continually encourage collaboration between the police, private security, and the community.

This is emphasized in my article titled “America, Wake Up: Harden Your Soft Targets,” published in the Jan. 7, 2016 edition:

“These are challenging times for police, private security, and citizens, but we must rise to the occasion to prevent all acts of violence with an unwavering dedication to collaboration.”

Final Reflections

During this year’s Veterans Day Parade on Fifth Avenue, the dedication of the NYPD Counterterrorism bureau was once again evident. Officers, including the CRC, were a deterrent, visible at key locations throughout the parade route.

The NYPD is dedicated to protecting New York City but all of us must work together.

This is our country and these are our communities that deserve security, safety, and protection.

Each of us has a responsibility to have our eyes wide open, enhance our unity of effort, and to live by the mantra, ‘If you see something, say something.”

America’s Commander in Chief Must Protect the Homeland

The U.S. Constitution affirms that “the President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several states, when called into the actual service of the United States”.

Although there are new dangers since the Constitution was crafted, particularly with terrorism, the responsibility of the president to protect the homeland is unending.

It will be the responsibility of the new president, to protect our democracy by upholding the principles of our Constitution. This is detailed in the oath of the president:

“I do solemnly swear (or affirm) that I will faithfully execute the office of the President of the United States, and will do to the best of my Ability, preserve, protect, and defend the Constitution of the United States.”

Founding Fathers Directive: Protect the Homeland

The principal reason that the Founding Fathers came together to create our nation is clear.

It is memorialized in the Preamble of our Constitution as to “provide for the common defense, promote the general Welfare, and to secure the Blessings of Liberty.”

The nation must be protected and America’s new president must abide by these sacred principles.

This will only be possible when character is the heart of our presidency, and the principles of an ethical protector are exemplified by our new Commander in Chief.

Only character has the persuasive power to unite the nation, remedy the challenges we face, and forge collaborative partnerships within the nation, and throughout the world.

Safeguarding Our Homeland: Securing the Nation

America’s security will be a daunting task for our new president.

The continual threat of terrorism by radical extremists that are either inspired, enabled, or directed from abroad remains. Most likely, the dangers of terrorism will intensify before the threat is remedied. Therse are individuals with no conscience, sense of moral decency, or respect for life. They would desecrate the sacredness of every faith by committing the most horrific atrocities against innocent members of society.

The treat of a terrorism is always a possibility and can take place anytime, not only here on our homeland, but abroad as well.

The very real threat is memorialized on the FBI website as their “top investigative priority.”

Terrorism Defined: The U.S. Code

Terrorism is best understood as detailed in the United States Code as follows:

"International terrorism" means activities with the following three characteristics:

• Involve violent acts or acts dangerous to human life that violate federal or state law;
• Appear to be intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
• Occur primarily outside the territorial jurisdiction of the U.S., or transcend national boundaries in terms of the means by which they are accomplished, the persons they appear intended to intimidate or coerce, or the locale in which their perpetrators operate or seek asylum.*

"Domestic terrorism" means activities with the following three characteristics:

• Involve acts dangerous to human life that violate federal or state law;
• Appear intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination. or kidnapping; and
• Occur primarily within the territorial jurisdiction of the U.S.

18 U.S.C. § 2332b defines the term "federal crime of terrorism" as an offense that:

• Is calculated to influence or affect the conduct of government by intimidation or coercion, or to retaliate against government conduct; and
• Is a violation of one of several listed statutes, including § 930(c) (relating to killing or attempted killing during an attack on a federal facility with a dangerous weapon); and § 1114 (relating to killing or attempted killing of officers and employees of the U.S.).

Final Reflections

America has elected a new Commander in Chief whose principle responsibility is to safeguard our nation.

The new president must exemplify character and stand as an ethical protector “to provide for the common defense” of the nation.

Each person privileged to call America home must also exemplify the qualities of character and remain vigilant.

The challenges of terrorism are upon us, and we shall prevail with courage, dedication, and commitment.

Protecting our democracy, freedom, and way of life will be the responsibility of the new Commander in Chief. Each of us privileged to call America home must also rise to the occasion.
