The Ethical Protector: Conflict Resolution Certified by Resolution Group International

Dedicated professionals realize the importance of continual professional development to fine tune skills and remain on the cutting edge. With this in mind I was certified on September 27, 2013 with a program titled Conflict Resolution, The Ethical Protector by Resolution Group International (RGI).

The course involved intensive training for protection professionals and community leaders to enhance abilities to resolve physical, verbal and cross-cultural conflict. It was conducted by leading military, law enforcement and martial arts authorities and included:

*Ethics and Personal Integrity
*Communication Skills (Verbal Judo/Verbal Defense and Influence)
*Martial Arts and Defensive Tactics

The heart of the course is expressed in The Warrior Creed by Robert L. Humphrey, a U.S. Marine who served on Iwo Jima and was a mentor, friend and inspiration to Jack Hoban, President of RGI:

Wherever I go,
everyone is a little safer because I am there.
Wherever I am, anyone in need has a friend.
Whenever I return home, everyone is happy I am there.
It's a better life.

The course was masterfully presented by its lead instructor, Jack Hoban and his team. It complimented my lifetime dedication to ethics as exemplified with initiatives including:

Principles of Ethical Leadership: Reawakening the Nation-August 2, 2013 Post

On Thursday, August 1, 2013 I conducted a program titled Principles of Ethical Leadership for Security Professionals at the renowned Christie’s. The program took place at their Rockefeller Plaza, New York City location and was attended by their supervisors, manager and Vice President Director of Security.

As noted on their website:

Christie’s is a name and place that speaks of extraordinary art, unparalleled service and expertise.
Founded in 1766 by James Christie, Christie's conducted the greatest auctions of the 18th, 19th and 20th centuries, and today remains a popular showcase for the unique and the beautiful. Christie’s offers over 450 sales annually in over 80 categories, including all areas of fine and decorative arts, jewelry, photographs, collectibles, wine, and more. Prices range from $200 to over $80 million.
Christie’s has 53 offices in 32 countries and 10 salerooms around the world including in London, New York, Paris, Geneva, Milan, Amsterdam, Dubai and Hong Kong.

This initiative is a continuation of my leadership programs for law enforcement, schools, security professionals and community leaders nationwide for many years. Aside from today’s initiative, another that I conducted in New York City for the Joint Terrorism Task Force of the FBI/NYPD, gives insight into the importance of ethical leadership development and cultivating a unity of effort for security and law enforcement professionals:

Safeguarding America: NYPD/FBI Joint Terrorism Task Force

On Tuesday, May 30, 2006, over 200 FBI agents, NYPD Detectives, analysts and others that make up the NYPD/FBI Joint terrorism Task Force gathered at the Federal Bureau of Investigation's New York City Office as part of their ongoing training and development initiatives.

I was privileged to address the task force on America's Call to Leadership in an Age of Scandal, which focused on the pervasiveness of corruption in contemporary society with government, corporate, sports and faith-based scandals. The presentation emphasized the criticality of instilling character in the heart of our nation and showed appreciation for those in the FBI and NYPD who are so critical to protecting the homeland.

As with all of my presentations, I concluded with a tribute honoring military personnel, which was particularly relevant in light of the recent Memorial Day holiday.

Chicago Violence: Boy 3 Among 13 Victims Shot in America's Murder Capital

Once again, gunfire has erupted in Chicago wounding thirteen people including a 3-year-old boy. The shootings took place on September 19 near a basketball court on the city's South Side. The toddler is listed in critical condition.

Just this week the FBI released statistics that Chicago was America's murder capital in 2012.

Although many dedicated Chicago law enforcement and community leaders are to be commended for their efforts, a full force response from the highest level of our government must ensure they have all resources needed to stop the violence.

American Crisis: Chicago Violence Toll Includes Boys, 5 and 7-July 4, 2013 Post

Tragic headlines continue to unfold as indicated in the July 5, 2013 Chicago Tribune:

"With the long Fourth of July weekend not even half over, the toll from violence in Chicago stood at 9 dead and at least 36 wounded today, including two little boys, 5 and 7, seriously hurt while at parks with their families.

"The victims since Wednesday afternoon also include a 14-year-old boy shot on the West Side, a 16-year-old boy wounded on the South Side and a cabbie shot in the stomach by a robber on the South Side.

"The youngest victim so far is 5-year-old Jaden Donald, who was shot in the abdomen and right leg while with his family at a party in Cooper Park on the Far South Side shortly after midnight.

"His mother, Jasmine Donald, stood outside Advocate Christ Medical Center in Oak Lawn this morning in a gown, blood on her dress and shoes. She said she hadn't been at the park long when a young man started shooting."

As addressed in my previous blogs and October 6, 2009 registered letters to the President and Department of Justice the nation must rise with outrage to this senseless violence and respond with full force leadership:

Chicago Violence: An American Crisis-March 1, 2013 Blog

Chicago, our great American city continues making headlines for all the wrong reasons. Senseless recent tragedies include a 15 year old honor student killed on the streets who recently performed at President Obama's inauguration and a mother who just lost her fourth child to gun violence. This violence should outrage our nation from passivity to action.

Reprehensibly, the too little and too late response depicts not only a culture of violence but crisis of leadership. Are we doing everything possible to stop the carnage?

On October 6, 2009 I addressed this crisis with registered letters to President Obama, the U.S. Department of Justice and numerous officials throughout Illinois and Chicago. The response from the White House and Department of Justice was off the mark with generic style self serving letters from these highest levels of government. The head on collision of America's culture of violence and crisis of leadership that I have presented for many years continues with no end in sight.

Calling On President Obama Once Again to Commit Resources to Stop the Violence in Chicago-January 13, 2012 Blog

A 14-year-old boy was shot in the neck while walking to school in Chicago on January 12, 2012. One day earlier an 18-year-old was shot and killed. There is no end in sight to years of violence inflicting Chicago youth and hope is fading. I once again call upon President Obama to respond with full force leadership to this tragic epidemic. My initial request to the President on October 6, 2009 as documented here remains critical:

Vincent Bove Blog/Initiative Request Via Registered Letters to President Obama and the Department of Justice on October 6, 2009
When asked in an October 1, 2009 press briefing whether the President was going to address the Chicago violence concerns to the Olympic Committee, White House Press Secretary Robert Gibbs replied

"Obviously it's of great concern to the President, as somebody who lives in Chicago, but would and should be a concern for every American. This isn't a Chicago problem; this is violence -- youth violence is a problem throughout our country. The President is concerned and has asked that next Wednesday, Education Secretary Arne Duncan and Attorney General Eric Holder travel to Chicago. They'll meet with officials from the school, meet with students and meet with the community to talk about the issues of school violence and youth violence."

"Talking about the issues" is simply not enough. It is time for action; anything less is just more politically expedient rhetoric.

I call upon President and Mrs. Obama to establish a Stop the Violence Olympics for Chicago—nothing less than a full-force effort and allocation of resources equal to that of the effort and resources that would have been necessary to host the Olympics. If hosting the Olympics would have been worth the effort, then the saving of lives from senseless bloodshed is so much more worth it.

According to various published reports, over 500 students have been shot, more than 100 fatally, since 2006. Most recently, the beating death of 16-year-old Derrion Albert has captured the nation's attention.

3 Charged in Beating Death of Chicago Student (1:28)
Play the clip on YouTube

These sobering statistics of violence and death in Chicago indicate a state of emergency and beckon an immediate collaborative response from every level of the government and community. The eyes of the nation must now turn to Chicago, not as a city preparing for the Olympic Games but as a city committed to transforming a culture of violence into one of opportunity and hope.

LETTER TO PRESIDENT AND MRS. OBAMA

October 6, 2009

President and Mrs. Obama
The White House
1600 Pennsylvania Avenue NW
Washington, DC 20500

Dear President and Mrs. Obama,

Now that lobbying for hosting the 2016 Olympic Games is behind us, a more urgent task is at hand. It is time for an Olympian effort to end the bloodshed plaguing the communities of Chicago.

I implore you to make the elimination of violence in the windy city a top priority of your administration. If we agree that it would have been a worthwhile investment to prepare the city to host the 2016 Olympics, how much more is the value of human life? We must work to find a way to save lives, reduce hostility, and create a national model for the "audacity of hope" in all our urban areas suffering the scourge of senseless brutality.

So I propose that the White House declare a Stop the Violence Olympics for Chicago. As immediately as is possible, an organizing effort should be made on the same scale as would have been necessary to prepare the city for the Olympics. Resources from throughout government, private industry, and the local community must be brought together in a collaborative effort that will serve notice that violence will no longer be tolerated.

In addition, a torch should be lit in the city and remain burning as a reminder and symbol to all that we are serious about bringing change and hope to the affected Chicago communities.

President and Mrs. Obama, with the eyes of the nation and the world upon the devastation in Chicago, the time has come to stand with courage and certainty to answer the question "Can they stop the violence on the streets of Chicago?"

The only answer must be the same as the mantra of your Presidency—a resounding "YES WE CAN!"

Respectfully,

Vincent J.Bove

Washington Navy Yard Shooting: America's Tragic Culture of Violence

Tragically, the Washington Navy Yard Shooting is another reminder of the culture of violence as our sacred American flag flies once again at half mast at the White House.

The hearts and prayers of all Americans and all people of good will must be sensitive to the 12 innocent lives lost on September 16, 2013, the numerous injured and to all their families and friends.

Implications of this reprehensible act must encourage us to remain dedicated to stopping this scourge upon our nation by exercising unwavering leadership, vigilance and collaboration.

Also, time and time again, the need for a timely and appropriate response to warning signs is critical as published about this incident in the New York Times on September 17, 2013:

Mr. Alexis had shown a “pattern of misbehavior” during his four years as a reservist, according to Navy officials. That pattern caused some of his commanders to consider giving him a general discharge — one level below honorable, which could have derailed his security clearance.

Instead, Mr. Alexis received an honorable discharge from the military in January 2011, after he had applied for an early discharge under the Navy’s “early enlisted transition program.” A major reason, officials said, was that his misbehavior in the Navy was not violent. It included insubordination, traffic violations and being absent without leave — two days he spent in jail after a fight in a bar in DeKalb County, Ga.

Mr. Alexis was also twice investigated by other police departments in shooting episodes — once for firing through his ceiling in Fort Worth, Tex., and another time for shooting out a car’s tires in Seattle, during what he described as an anger-fueled blackout.

Perhaps these previous posts will shed light on the issue and offer some preliminary insights for prevention:

Empire State Building Shooting: Warning Signs of a Disgruntled Former Employee---August 26, 2012

In the shadow of my most recent workplace violence awareness and prevention initiative and just a short drive away is another new tragedy of violence at one of the world's most famous locations.

As with so many workplace violence tragedies, the shooting at the Empire State Building once again clearly highlights the issue of warning signs.

Published reports expressed a long history of antagonism that even led to complaints on each other (killer and murdered victim) to the NYPD.

As detailed below in my July 14, 2012 post, America's culture of violence demands full force vigilance with continual assessments, training, warning sign intervention, plans, programs and protocols:

WORKPLACE VIOLENCE AWARENESS AND PREVENTION PROGRAM ON LONG ISLAND

On Friday, July 13, 2012, I delivered a presentation titled Workplace Violence Awareness: Prevention, Preparedness, Empowerment to 85 members of the Community Development Corporation of Long Island in East Patchogue. The presentation as organized by Lisa J. Dolan, CPP, President of Securit, covered basic issues of workplace violence and it was designed to increase awareness and initiate additional training, programs and protocols.

As addressed with all of my violence prevention presentations, articles and blogs, such as noted below, this is a serious issue for companies that deserves proactive full force viglilance.

EXERCISING LEADERSHIP TO PROTECT FACILITIES

According to its website, the International Facility Management Association (IFMA) is the premier professional association for facility management and supports the largest community of facility management professionals in the industry. IFMA membership comprises more then 17,500 facility professionals throughout 50 countries and its members have a voice in 126 chapters and 14 councils.

The mission of the New Jersey Chapter of IFMA is to enhance the value of the organization to the professional facility manager. The goal of the New Jersey Chapter is to serve as a user friendly, easily accessible resource of interaction, education and empowerment of professional skills and knowledge.

Complimenting the mission and goal of the New Jersey Chapter of IFMA, I was honored to be the guest speaker for their Wednesday, February 21, 2007 event at the Marriott in Somerset, New Jersey and presented, "Exercising Leadership to Protect Facilities" to over 50 facility management professionals representing New Jersey corporations and schools. The venue was generously sponsored by Bravo Building Services.

The agenda for the evening was:

 • Setting the Stage (Hurricane Katrina: Lessons Learned-the need for a culture of preparedness, leadership, partnerships and unity of effort)
 • A Crisis of Leadership (Public, Corporate and Professional Sports Scandals)
 • A Culture of Violence (School and Workplace Violence/Terrorism)
 • Exercising Leadership (Security Vulnerability Assessments, Risk Management, Target Hardening, Defense in Depth, Emergency Planning, Personnel Security, Sensitive Information Protection, Security Management, Crisis Management Committee's and Security Protocols including lockdowns, sheltering in place, evacuations, partial and full scale drills)
The presentation highlighted the cornerstone of facility protection as moral leadership, heightened vigilance and dedicated collaboration and the six pillars of practical day-to-day leadership as:
 • Affirmation
 • A Sense of Urgency
 • Dignity
 • Respect
 • Honesty
 • Compassion
As with all of my presentations, the program was punctuated with a moment of silence to reflect and remember those who are serving in our military and their families, especially those who have paid the ultimate sacrifice.

The attendees provided significant insights into their work and current concerns. Their commitment and dedication reminds us that:

"Leadership is key for those responsible for facilities and vigilance demands updated, tested and effective emergency plans to protect the lives of individuals entrusted to their care and to safeguard the very survival of their organizations."

Transforming New Jersey Schools: Security, Character, Academics

On Tuesday, September 4, 2013 I returned to Southern New Jersey to present my signature presentation titled Transforming Our Schools: The Heart and Brick of School Security. Over 400 teachers, administrators and professional support staff from the Cinnaminson Township Public Schools attended as a required security and professional development initiative. The event was the kickoff for the 2013-2014 school year and was held at Cinnaminson High School in Burlington County.

My 90 minute keynote addressed the contemporary issues of violence, corruption, substance abuse, gangs, bullying and the repressive system of education. It offered solutions of a culture of preparedness, community connections, crisis management, character education, academic motivation and the preventive system of education that inspires with the language of the heart.

Cinnaminson Township Public Schools Testimonial
"Thank you for your meaningful presentation to the Cinnaminson School District staff on Wednesday, September 4, 2013 on the topic of Transforming Our Schools: The Heart and Brick of School Security. Our administrators, teachers and support staff were most receptive to your message of promoting good character in order to change the culture of violence in our schools and in society."
Assistant Superintendent

This was a follow up to my previous keynote for a collaboration of 7 Southern New Jersey prosecutors with schools and law enforcement agencies from 7 southern New Jersey counties:

Over 300 Attend Southern New Jersey Prosecutors School Security Conference (August 13, 2010)

A Note from the Prosecutors

Welcome to the 4th Annual School Security Conference. The goal of the conference is to educate law enforcement and school officials alike on the challenges of safeguarding our students and school personnel. School security issues are common to us all. We are all dealing with providing important public service with limited financial resources.

Against this backdrop, it is imperative for law enforcement and school districts to coordinate our efforts to deal effectively with the challenges facing us all. It is our firm belief that working together, we will keep our schools safe.

Respectfully,

Theodore F. L. Housel — Atlantic County Prosecutor
Robert D. Bernardi — Burlington County Prosecutor
Warren W. Faulk — Camden County Prosecutor
Robert L. Taylor — Cape May Prosecutor
Jennifer Webb — McRae-Cumberland County Prosecutor
Sean F. Dalton — Gloucester County Prosecutor
John T. Lenahan — Salem County Prosecutor

These prosecutors of southern New Jersey held their conference on August 12, 2010 at Washington Township High School in Sewell, New Jersey with over 300 law enforcement, school and community officials attending. The speakers included:

 • Sean F. Dalton—Gloucester County Prosecutor

 • Michael Pohle—Father of Michael Pohle, Jr., a student killed at Virginia Tech
 • Vincent J. Bove—Leadership and Security Educator
 • Paula T. Dow—Attorney General of the State of New Jersey
 • Richard Norcross—Gang Awareness Authority

As a featured speaker, I was privileged to deliver a 60 minute presentation titled Transforming Our Schools: Reawakening the Heart of the Nation. The presentation integrated elements of school security, character education, academic achievement and community collaboration so vital to our schools and to the future of our nation. The metaphor of a head on collision with the culture of violence and crisis of character was utilized as well as critical New Jersey compliance issues. These included the Commissioner of Education School Administrator Procedures of Responding to Critical Incidents and Model School Security Policies:

 • Active Shooter Response Procedures
 • Bomb Threat Response Procedures
 • Evacuation Procedures
 • School Lockdown Procedures
 • Public Information Procedures

The School Security Drill Guide for the State of New Jersey was also discussed since beginning November 1, 2010 all New Jersey schools must comply with various security drills aside from fire drills.

Critical documents from the U.S. Department of Education, Secret Service and FBI on crisis planning, early warning signs, safeguarding our students, threat assessments, character education and violence prevention were also addressed. Attendees were encouraged to work collaboratively and to implement programs through professional development, security vulnerability assessments and initiatives that encompass all elements of the community.

The presentation was complimented with copies of my newest book Listen To Their Cries which was sponsored for all attendees through the generosity of the prosecutors as facilitated by the leadership of Prosecutor Dalton. As with all of my presentations, it concluded with a tribute to the American Military.

The prosecutors are to be commended for their practical response to school security through this conference. It is an event highly recommended and mission critical to our nation and will hopefully be imitated through the leadership of prosecutors throughout the nation.
